WHY?

I don't understand why Obama signed this "quietly." Why does he want the right to detain Americans without trials? A judge ruled against it and 9 states have taken issue with it. Yet he's challenging the ban on detaining US citizens for no reason. Why do you think this is? It's one of the most disturbing parts of his agenda.
