RONALD REAGAN ON THE DEBT CEILING

Even GOP hero Ronald Reagan says raising the debt ceiling is necessary. So how did it become something that his party could bargain with as if they are contemplating not passing is so they can hold our benefits hostage? And why on earth would anyone go along with it if they did.
